Why fluorescent owns the daytime
Fluorescent dyes absorb ultraviolet light, which is invisible to humans, and re-emit it as visible color. That is why neon appears to glow in sunlight: it is literally putting out more visible light than a normal color can. Against asphalt, trees, and parked cars, a fluorescent jersey is the highest-contrast object a driver will see. The jersey adds large retroreflective panels front and back, so when your Saturday ride runs long and headlights come on, you are still covered.

Both are fluorescent and both dramatically outperform standard colors in daylight. Pick the one you will actually wear. Contrast with your surroundings matters more than the specific neon shade.
What do the rim decals actually do?
Cars that hit cyclists at intersections usually approach from the side, where your jersey is hardest to see. Rim decals turn each spinning wheel into a rotating ring of retroreflection that catches headlights from side angles. They install in minutes and add nothing to rolling weight worth noticing.

Is this jersey good for night riding?
The retroreflective panels give it real nighttime performance, and for rides that are mostly after dark we recommend adding ankle-level reflective gear from the Night Kit, because moving ankles are the strongest signal drivers recognize.
